there is always some type of comedic relief even in the intense scenes
In the second act, the story shifts from humorous to somewhat emotional.
While Will Stacks, Grace, and Annie are at the movie theater, someone on the screen is holding a phone with an image of the singer Rhianna on it. She is talking and suddenly her face transforms into a reptilian monster with a long tongue. Will Stacks is startled but Annie laughs. It seems that the creators of the movie "Annie" intend for this scene to be funny. (However, it was very scary to my seven year old son who said he didn't want to watch the movie any more after that.)
Guy, Stacks' political adviser, in an attempt to raise Stacks' chances for Mayor, conspires with Miss Hannigan to hire people to pretend to be Annie's parents.
There is a brief car/helicopter chase towards the end of the film.
