Survivor of the Massacre (1970)

In the mod-1960s. young wavy-haired Matsukata returns from the U.S. after studying to be a camera-man and is caught in the middle of a gang war. He develops a strange love/hate friendship with sniper/hit-man (Minegishi) who smokes a pipe, dresses in a cowboy hat, sunglasses and buckskin fringe jacket (!) - and may be the man who killed his father. Weirdly contrived, but good.
